EdgeRank Checker suggests 1,000 should be your minimum. The company analyzed 600+ fan pages over the course of two separate time periods: one before, and one after the new Facebook release. They discovered that there was actually a big change in engagement. The new algorithm seems to favor pages with over 100,000 fans, but actually hurts fan pages with less than 1,000 fans.
As you can see from the above graph by EdgeRank Checker, Pages with less than 1,000 fans have LOST engagement since the newest version of Facebook was released.
